Highway miles is the measurement of Miles per Gallon when your vehicle is being driven on the highway. City miles is the measurement used for non highway driving. Because there is no stop, go, turning, etc. Highway miles aren't as rough on a car because of these factors as well.

There is more stop and go traffic in a city and therefore your gas mileage is lower. On a highway you go at a constant speed and get higher mileage.
It has nothing to do with distance. Your question should have said mileage rather than miles.

Highway mileage is the best you can expect.
City mileage is what you can typically expect.
PS - when you do drive remember that the typical car is most efficient at 55-60 MPH not the typical 65-70 MPH most people travel at.
