dip some wire wool in vinegar and gently rub. then clean off with a dry cloth

Stainless steel should not rust unless it is very low-grade.

To remove rust I have used a can of coke and a fine wire wool, or abrasive. The coke actually works amazingly for some reason which I have no idea but the idea was passed onto me by a friend.

Rust can and does form on stainless steel. Although it is not the ss that is rusting but contamination from some iron source forming rust on the surface. How that happened in your case I don't know but using steel wool is definitely not the answer. Perhaps you have a high iron content in your water.Try a product called Barkeepers Friend, it works great.

Check your flue, water may be running down onto the basket.

If it is stainless steel it must have come from China cause stainless doesn't rust.

best bet is to get it sand blasted,incidently i didn't think stainless steel rusted unless the firebasket has been cromed.
