If you know what bank holds the account, try sending them a copy of the death certificate and a letter requesting the information. Aside from that, one of the main reasons why people open offshore accounts it because it is very difficult to obtain this type of information. If the account is large enough to be worth pursuing, it is probably worth hiring an attorney that deals with this type of situation. Even with the account number, you would probably need the services of an attorney to access the money.
