We are visiting Philadelphia and are looking for a beach that is about 90 minutes away that would be good for a family with a 4 year old.

Point Pleasant NJ would be the perfect place. Less than 90 minutes and had a great little boardwalk for the youngsters.

While Cape May is great, not a whole lot to do with a 4 year old. Try Ocean City since it's a dry town and has a nice boardwalk. Point Pleasant is good as it's close and has a boardwalk, but may not match your request about not being tacky.

Wildwood has a great boardwalk, and they have small piers that have only rides for smaller kids. But stay in North Wildwood (as somone recommended) or Wildwood Crest. It may be outside the 90 minute limit though.

Avalon and Stone Harbor have no amusements for kids other than the beach or hotel pool.

Island Beach State Park

If Atlantic City is the crown jewel of the Jersey Shore, Island Beach State Park is nature's gem. With more than 3,000 acres of preserved barrier island ecosystems and 10 miles of pure white beaches, Island Beach State Park lures thousands of visitors and families each year. Just past the goldenrod and black cherry covered dunes, you’ll find swimmers, sunbathers, snorklers, anglers, surfers and surf fishing. With historic buildings, canoe tours, trails, naturalist programs and winding bike paths, there is something for everyone at Island Beach State Park.

Ocean City is usually the best bet at just about 65 miles. It does tend to get crowded as it's probably the most family-oriented spot at the Jersey Shore. Take the AC Expressway out to Exit 7S, and that will drop you onto the Garden State Parkway, heading South. Exit 30 is the first one for the beach and will get you across the 9th Street Bridge. CLOSEST is probably Atlantic City though since you don't have to make any turns once you're on the AC Expressway.

Cape May, New Jersey, beautiful resort town with loads of charming Victorian B&Bs...not a tacky boardwalk town at all.
