If the T-shirt is approved by the unit, and all (or most all) of the members wear the shirt, it can be used as an unofficial activity shirt with the BSA shorts. For flag ceremonies, the boys should be in their official field uniform, but for games and activities, the T-shirt is appropriate. If your whole pack (parents included) are wearing the T-shirt, you can wear it for flag ceremonies. What you cannot do, is attach the rank insignia on the T-shirt.

Uniforming is one of the methods of Scouting, not the goal. There is NO rule stating that a boy has to own or wear a uniform to participate in the activities. To do so is a violation of the principles of Scouting. Boys should be strongly encouraged and supported if they choose to wear the uniform, but never forced or punished for not wearing the uniform.
