If you are just reselling DVD's or VHS tapes that you own, you don't need to contact anyone. If you are trying to distribute copies of your content (as in hosting them on the web or burning DVDs) you need to contact whoever has the rights to it in your country. For example ADV or Geneon if you are in America.
