Sounds like a fan failing and triggering a warning system, open case, power on PC check all fans run OK. If all seem fine, leave case open till it shuts down and see if you can find source of noise inside case. It COULD be a capacitor or something in the power unit failing and whistling, unusual but can happen.

if you can issolate WHERE sound comes from, you're half way to repairing it.

It could be the power supply or a component overheating on the inside, like the processor. Check the fans on the inside of the case, there may be either a ton of dust or the fans are not spinning at all. If there is dust, turn of the computer and unplug it, use compressed air to remove the dust. Make sure you do this outside or someplace you don't mind getting dirty because there is a lot of dust that can build up inside a computer. If the fans are not spinning you'll need to have them replaced. You'll need to give us more information about your computer for the replacement fans. For the power supply, we'll need to know what kind of computer it is.
