Buds are usually classified by their location. Terminal or apical buds are located at the end or tip of a stem. Lateral or axillary buds are located on the side of a stem. Adventitious buds are dormant buds that can be just about any where on a plant other than at the terminal point. They can be at the internode of a stem, the edge of a leaf blade, in callus tissue, or laterally along the plant's roots. They are the safety net for a plant. As an example, adventitious buds can generate new roots when a branch arches downward and touches the soil, yet these same buds can produce new lteral branches or stems when the branch is damaged or removed.
Formal definition: "Growing in an unexpected or unusual position, such as new shoots growing out of the trunks of trees or roots growing from the climbing stems of vines."

An adventitious bud basically occurs when the stem of a tree is exposed to sunlight or the tree is in a state of stress. Most trees have cells underneath the bark that will allow a tree to sprout under these conditions. A tree will do this because it is under stress, in other words it is "sick". The tree could be "sick" do to insect infestation or some kind of disease. Unfortunately there is nothing that I know of that can cure this problem. The tree will eventually die over time but not right away. I would recommend letting it a lone and cutting it down when it dies. Let nature take it its course. Good luck.
