I don't know what kind of "blank" "charms" you're looking for, but you'd probably find a variety of things like that at craft stores, bead stores, scrapbooking stores and hobby stores.
A lot of things can be made for altered art from polymer clay too, and/or for ATC's, cards, etc. (which can be made to look like metal, if that's the type you're looking for),
