well this is all i know...
titanium dioxide is made up of 1 titanium atom (Ti) and 2 oxygen atoms (O) so it wouldnt just be titanium oxide anymore would it? we now have to change the polyatomic ion (a group of atoms that act as one) to dioxide since there is 2 oxygen atoms now dont we?
it is widely used in covering gems to make that gem look more reflective
