In March 1919 Mihkel Pung became the first President of Eesti Pank.

In August 1919 Eduard Aule was appointed Acting President of Eesti Pank, and in October 1921 he was nominated President of Eesti Pank.

Artur Uibopuu was the President of Eesti Pank from October 1925 to November 1926.

Jüri Jaakson was appointed President of Eesti Pank in November 1926, and he remained at that post until July 1940.

In June 1940, after the annexation of Estonia, Eesti Pank was nationalised and its shareholders' assets expropriated. In July J. Jaakson was removed from the position of President of Eesti Pank and was replaced by Juhan Vaabel.

The incorporation of Estonia into the Soviet Union in 1940 was followed by the reorganisation of Eesti Pank into the Estonian Republican Office of the State Bank of the USSR. The position of President of the Bank was abolished and J. Vaabel was dismissed.

After Tallinn was taken by German troops on 28 August 1941, Eesti Pank was nominally restored to operation. From 1941 to 1944 Hugo Pärtelpoeg was the Manager of Eesti Pank, the top executive position at that time.

Eesti Pank recommenced operations on 1 January 1990 after an interval of 50 years, though not yet as the central bank of an independent country. The governing body of Eesti Pank was the Board of the Bank, and its executive manager was the President of the Bank. The first Board was appointed with R. Otsason at its head.

In September 1991 Siim Kallas was nominated to the post of President of Eesti Pank.

Vahur Kraft governed the central bank from 1995 - 2005.

On 7 June 2005 Andres Lipstok assumed the position of Governor of Eesti Pank.

This is going to be a difficult task given that you can't speak Estonian.
The records for the period of the USSR, of which Estonia was part of, are in Russian, and may have English versions.
Personal experience in similar matters tells me you need to find a reliable contact in Estonia for this. It's not a kind of information that would be common knowledge or even present a thing of interest to a wider public. I'm sure the bank has a book on its history through time, but as a rule, it won't be advertised publicly.
