To much nitrogen perhaps in your soil. I had the same problem with my Brown Eye Susan's. Buy rose food or general flower fertilizer and give it twice what it says on the box. The liquid kind will produce results quicker. The solid stuff will last longer. Roses are fussy. You also may have to buy some bug killer that is OK to spray on plants.
Water her every day for a while and she will reward you.

your 'tree rose' has had the top, above the graft, die.... most likely from the weird early spring weather, and especially if it was not protected over winter.... tree roses need to be wrapped against cold and freezing or stored for winter.... everything on that rose from the top down is root stock.. the good stuff is on top after the graft, a kinda lumpy area....anything below it is suckers and should be removed at once when you see them.... but if there's no leaves on the top, it's done for... sorry..........
