has anyone been to south perimeter road in singapore?

i want to know if south perimeter road in singapore outside the airport is open to everyone and if yes, is it a good place for spotting?

No It's inside the fence. You can watch from the road on the eastern side. It begins at the Tanah Merah Golf Course, goes past the freight terminals then proceeds along the beach to Changi Village.
