As far as claiming the moon: "The UN Outer Space Treaty of 1967 stipulated that no government could own extraterrestrial property." So much for that.

As far as being for all mankind, maybe when the flag is gone and all the dumb taxpayers who paid the billions are long dead and the US is part of Mexico, just maybe that might seem a little more credible. I mean if I spent that kind of money I would want a little recognition and I think that is what the flag is for. "Sure, sure, for all mankind - sounds kind of like Start Trek and it was on TV back around then - but it was the US of A who paid for it and did it."

Actually some guy claims the moon is his. Dennis Hope is his name and his outfit is the Lunar Embassy. Others over the years have also claimed it. Dennis as well as others are selling property on the moon (although in small print on the deed it says something about it being a novelty item although they tell you on web sites that it is perfectly legal and that the moon land is yours.

It was not a claim. A plaque on the side of the lander reads:
"Here Men From The Planet Earth First Set Foot Upon the Moon, July 1969 A.D. We Came in Peace For All Mankind."

The UN Outer Space Treaty, signed in 1967 covers this.
