Yes, but the fact he is from Mexico might make the process a little more difficult. You need to go the the nearest INS branch or Department of Homeland Security which should be located in the nearest Federal Building or Federal Court House in your city or town. You need to tell an agent your situation and they should give you the paperwork for a fiance visa which would allow hime in the U.S. for the purpose of getting married to you. If you have to be married in 3 months or he will have to go back.
He will be interviewed by a Consulate General of the U.S. in Mexico. When your package is approved he will get the visas from them.
It is easier to get married first if you can. Then the paperwork will be faster.
It will still take time either way but can be done.

If your boyfriend stays in Mexico, then he will remain a legal citizen of Mexico. If he comes across the border to the United States, he is committing a crime and is an ILLEGAL citizen of the United States. So, why don't you move to Mexico with your boyfriend? I'm sure Mexican authorities would welcome you as a citizen. That way, you wouldn't have to worry about his citizenship status. Good luck!

Immigration is a fairly difficult procedure. Even if you were married the two of you would have to be allowed by both governments that are convinced that it was "love" and not convenience. He could come into the country on a temp working visa or get a passport and visa to visit here. The government is tightening up laws as there are over amounts of illegal aliens in this country many whom are violent or other types of non law abiding. If this person is responsible , follow the laws even though they are slow. Laws are part of being a American.

:An illegal alien does not automatically become legal through marriage. The US citizen spouse must iniatiate the process, which could take anywhere from a few months to a few years. If the illegal alien entered the US without inspection (snuck in) s/he will not be able to become legal without leaving and once s/he leaves, s/he will have the 10 year bar to deal with. The spouse will have to file for a waiver of that bar.
If they divorce, the affect that the divorce will have on the alien depends on where they are in the process when they divorce. If they have been married for less than two years and the alien has gottne her/his greencard, it could be taken away. If they have been married for more than 2 years and s/he has her/his greencard, nothing happens to the alien, no matter how much the vindictive US citizen spouse throws tanchrums.
