What does having foreign nationals in the country have to do with unemployment? Regardless of foreign nationals, there are only two things to do to lower unemployment: (1) lower the interest rate, and/or (2) increase government spending.

this could be done if the government of the country reserves some seats for the foreigners and most of thn for the people of their own nation.And among them their should be open competition i.e; on merit.
there should be laws to prevent the overcomming of foreigners on thier market and indusrtries.

These people do not cause the problem, just look at modern machinery-computers and the growth of China manufacturing as only a few examples.
