I don't know which authorities you'd contact, but without an official divorce decree or dissolution papers, the "ex" wasn't an ex and is therefore committing polygamy. I would start by contacting someone at the Family Law court, the DA's office, or your local police department...any of them should be able to give you SOME info on where to start.

What do you want to do about it? The way this states is your not-so-ex "EX" got married to someone else. In the US, the second marriage is not recognized as being legal. You are still married to him. How much of a stink are you looking to raise? Do you really care? What are you looking to do? Call a lawyer for a free consult. Make sure you are divorced before you marry someone else.

It depends which state or country the couple/guy was married. Some country like islamic ones allows multiple marriages, while in US, one has to divorce the 1st marriage first, to be lawfully married to the second. In Phils., in order for the 2nd marrige to be lawful, the 1st marriage has to be annulled first.

Their marriage isn't legal. Does it really matter to you if that person is faking a marriage with someone else? Let the "wife" know that he wasn't legally able to marry and that the marriage license won't be valid.

You cannot marry someone if you are legally separated to someone else.

If it pertains to you directly: that's called bigomy and that's illegal.
If it doesn't directly pertain to you: stay out of it.
