I'm having a bit of trouble understanding what you're asking here. If the car is insured but doesn't cover the person driving, then the police can prosecute even if the person has the owners permission.

depends on the insurance policy the owner of the car has . Is it all drivers or only nominated ones... Are you among the nominated... Do you have full insurance on your own car? this will give you third party cover driving another vehicle. If the answers to these questions is no you could be prosecuted for driving without insurance ...

prosecute for what - they can prosecute you for anything but theft - unless the car was called in stolen - if it was then the piriginal owner will have to go to court and tell the prosecutor that person had the right to drive the car

If that person is above the alchol limit; does not have a valid drivers licence; be in violation of some other law.

The person does not have to actually be driving, just be sitting in the drivers seat. This shows the intent to drive.

i think of you may desire to re word this - the guy using because of the fact the authority of the motive force?in spite of in case you recommend authority of the owner there is not any offence stated.If the motive force had no licence than the coverage is void and the two the owner and motive force dedicate offences and could be prosecuted.
