Yes they take bribe because we give them. Reason why give them, first to avoid unnecessary delay in processing the complete paperwork & other formalities, second reason to get any objectionable issue ignored which the processing of these papers, third reason to avoid the necessary procedure & practice which are provided under the law but since that may require more financial lose & time we want to avoid them. Lastly the bribe given for this work doesn't go in one’s own pocket but is pooled & shared by all in the sub-registrar office including the sub-registrar himself & if you make any complaint to him in person he will find some objection in processing your papers & will ask you such documents that may further delay the whole issue or make the actual registration impossible. For example he ask you to get complete details of all the people in whose name the said property once appeared to trace & verify the actual ownership of the property from the day one. What will you do? Will you go out searching all those guys & if any one is dead ask their relatives to appear before the sub-registrar to verify your legal claim. Such impossible demands he can always make & even justify by saying that he had doubts about the actual ownership of the property in question & hence in order to clarify these doubts he asked for this on his official capacity, which even the court where you challenge his act will agree as the mal practice of wrong registration of property are very common the recent one was regarding the one farmers property in the state of UP that was transferred in the name of Amitabh Bachhan but was challenged in the courts. Keeping in view such objections the sub registrar has powers to verify the actual ownership & status of the property in question for which he can hold proper inquiry even if it means taking time for this whole process, till then the formalities of registration will remain pending & no transfer will take place of such property as the immovable property can only be transferred by means of registration of the title of the property in favor of the buyer which is done by the sub registrar. What ever I told you here is the hard reality of the whole process rest the provisions of Prevention of Corruption Act1988 are very clear for taking action against any public servant for demanding or taking bribe for any official work he or she is supposed to do in his or her official capacity. My dear, As you said this is happening throughout India for the past 60 years of our Independence. Unless our Govt., takes severe action against these people nothing can be changed. Everything should be made as computer process and you can do the registration by sitting on the computer and need not see anybody in person., this type of arrangements should come to eliminate this bribe matters. When I was in USA , my Daughter bought a house by sitting in a Bank , the whole registration took only 15 mints., (and she went to her office after the registration was over), without meeting any body by just sitting before the com pouter. within a weeks time the document came to the new house by US Mail Post. It is all possible and our politicians will not allow to do those arrangements. God has to save our country from these culprits, When did you visit last to the Registration office and how much you paid for those culprits, Yours VRVRAO

what u have written is absolutely correct. see the reply given by the lawyer. how nicely he is covering up the whole thing. As long as things go on the way the lawyer has explained nothing can be done in this country to stop bribes. It is a way of life in India. I have a house on rent for which the tenent is depositing the rent in court. I go to the court to take the money once every six months and minimum i have to pay is rs 600/ every time. Corruption in India is impossible to get rid of

Not only in Sub-Registrar offices ,but in all departments this curse is found. The situation is in its uncurable state. This is one of the demerits of democracy.Bribe is every government employee's breath .Democracy can not correct it .
What can be done if the thieves as well as the police together rob.
No hope .
Democracy has proved itself to be the best government set-up for robbers and thieves to flourish in ..
I am a Christian .I never take any one's single pisa through any means.I am pleased only to give to others .I know very well that people who live a luxurious life on such unfair incomes will spend their Eternal Lives in Hell only.The Bible which I read daily helps me to Love my neighbours as myself.It gives me a Good Conscience also not to lust at other women also . The Bible teaches me and strengthens me to live a happy and contented life with my wife and children with my very humble income.
I want to go with Jesus , with my family, when He comes take his people to Heaven. That is my only aim in my life.
My dear friend ,I appreciate your great Concern for India . But I don't know whether you are interested in the Teachings and Messages of Jesus Christ which is capable of filling people with a good Conscience to love others as themselves.
Jesus is the Way ,the Truth and the Life . If you are not ready to accepts Jesus' Messages ,then don't talk of Reforming India.
Swami Vivekananda and Mahatma Gandhi lived an exemplary life. We should know that they both loved and accepted Jesus Christ's Teachings and Messages.
No Christ , No good Conscience.
Many people think that they are living a life with good conscience even without Jesus Christ .
People who don't accept Jesus, just practice Casteism and Untouchability the most heinous Crime and Inhuman attitude towards their fellow men .Yet they claim to be living a life of good conscience. They can't understand or realize their faults.
Every one should know Jesus Christ's Teachings and Messages . No one should stand as well as allowed to against that . Then only you can see your proper India .Otherwise ,let us just forget our Ideal India.

Most unfortunate situation. Receiving bribe has become a part of system like one has to pay the cost for purchasing something from the market. Govt. Offices have become shops where public has to pay for getting services in addition to Govt fee which is considered as fee for entering the Govt office only . The babus ,bara babus and their bosses think themseves as the salesmen who are paid by shopkeeper (Govt.) to come to the offices only and collect Govt's fee from public coming for work and for doing work for individuals ,individuas have to pay the charge of services they want to be rendered ,as their legitimate cost for working for them. This has become the legitimate system and not paying bribe for work to babus is considered as something one has come to purchase without paying the cost and any individual coming with such a notion is considered a fool who does'nt know the legitimate proceedure for asking the babus for the services and is made to wait as a beggar is made to wait for alms by the shopkeeper and his salesmen( Babus) without bothering to take notice of his presence even.

Prevention of Corruption Act is crystal clear for taking action against any public servant for demanding or taking bribe for any official work he or she is supposed to do in his or her official capacity.
