As far as underemployment is concerned, there is very little you can do about it. When you work for a company that you are "over qualified" it's your choice. Your choice is to get hungry or have work. Such an easy decision to make. So for those highly skilled Filipinos who can get a job outside of the country where they can make use of what they have learned and earn 3 to 6x more of what they earn in the PHilippines, why not?
So for you to lessen the migration of Filipinos to other countries, government has to create jobs. There are more graduates of college per year than the jobs created per year. This has to be plugged so that unemployment level will be lower.
Right now the government is taking steps in trying to create mre jobs by trying to attract foreign investors to put up business here. For the local investors, tax perks are provided .
If i were to suggest another way to lessen migration to other countries, I would suggest that the government study their process in business licensing/registration. As an entrepreneur myself, there are so many red tape in the process of putting up a business plus the lack of support from the governemnt. Not to mention the burdensome taxes that a business has to pay, sometimes they are becoming redundant already. Ever wonder why are products can't compete? because of tons of taxes. Anyway, if new business will be given the support it needs, other filipinos can create jobs on their own. Entrepreneurial activities create jobs as well.

I believe the gov't is currently trying to address this issue by encouranging foreign direct investments (i.e. long term foreign businesses). But I believe that it is not just an economic issue because unemployment is directly related to economic growth. And since economic growth is something that touches many fields not just economics like science, social climate, politics.. it's an issue that will be resolved collectively and with much discipline on the part of the Filipinos. I guess educating the people not to go out will really help. Not really to be nationalistic (though it's very important) but to let them know that an increasing peso due to dollar inflows of OFWs can be detrimental especially because our country, being a small open economy, rely heavily on exports. Doctors, nurses and other professional who are yearning to go out of the country should understand that they may be adding to the problems in the future. But what can we do, if they don't see that the government is improving, nor the social environment, we can't stop them; not with all the illegal flights that is a rampant service for OFWs. Cooperation among the government and the people is needed to increase the people's confidence in the country, but the former has the greater part (to promote businesses) Furthermore, there are regional imbalances; most of the people are in Manila, while many provinces with so much potential are not being developed.

It's not true that people have no choice. The choice is simply to stay in the Philippines and earn less, or go abroad and earn more (but incurring lots of hidden costs, such as psychic, social, and even pecuniary, i.e. plane fares, high cost of living, etc.)
The only long term solution is for wages to increase locally. Migration itself is one reason for wages to increase. Another is overall economic development brought about by rapid economic growth.

And why do you think it should be stopped? The simplest way to stop the Filipino emigration is to close all schools and forbid all learning; then Filipinos won't be able to learn skills and languages that help them find jobs abroad and will be forced to stay home. But will Philippines be a better place if that happens?

They Should give enough salary. && give enough discipline in our country. So that Filipinos don't need to migrate to other countries.
