Mostly because of the collective decision that it would be impossible to try even a representative sample of the soldiers -- and picking 1% at random was just looking for scapegoats.

Since the people who gave the orders could not be tried, it doesn't make sense to try the people who were following those orders -- especially not tens of thousands of them.

It just wasn't practical -- which is all the more reason to ensure that we don't keep making the same mistakes.

you would then have to go after everyone of my friends that served in nam. that was an undeclared war. it was illegal to begin with. when are you people going to wake up to the fact that the wars we are into have nothing to do with the security of this country? its big business and money. go to youtube and punch in why we fight. you might have a better understanding.

for the same reason all us soldiers are not tried for war crimes. the structure of the military. i think the quote is right. High ranking officials should be held responsible.
