you make an appoitment with the district atty. you tell him your case.if the da feels you have a case he will take it before the grand jury

You cannot bring it to the grand jury yourself.
You can contact the state Attorney General's office, if you feel the problem is with local law enforcement.

The FBI or State police can investigate the crimes being commited depending on the nature of the crime (Federal or State) The attorney generals office would decide wether to prosecute.

First there's the affidavit of complaint. Then the warrant or summons. Then the preliminary examination. The magistrate at the preliminary examination can bind it over to a grand jury.
