This is an obtuse question.
A non-believer has no purpose. A waste of flesh.
When God created man, he created non-believers, who are doomed to hell before they were even born.
You see, God knows everything. He knows the outcome of every person and every soul. You can't say that God doesn't know this, because then you would be saying that God is not God. This is a Catch 22 situatuon. God knows everything.
It is a shame that so many millions of people will live a life (and already have) on Earth for the sheer purpose of never entering Heaven. Just taking up space so that the believers have an "edge" to enter Heaven.
