This varies with the company, there is no set standard. I started my own company when we were watching the Mexicans framing and, they simply couldn't read rulers, the windows had to be taken out of every window opening in every house.
I had six men, the framers would leave the holes for the windows open, we would come behind them and install and level the windows, one operation. It was cheaper because of the time scale and the labor.
To give you an idea: one Mexican supervisor that marked the pads for the framers had broken the end of his tape off, it was broken at one inch, he affixed the end piece to the ruler and was still reading it from the end, which was now at the two inch mark, he simply didn't understand what he did and argued it. Everything he now marked was one inch off. Thirteen homes had to be taken apart and rebuilt.

Its often done by the framer, but frequently its done by a window company as well. It just depends on how the contractor divides up the subcontracts.
There will be regional variations on what the common practices are on that.

If the new construction is an individual, it will be the framer.
If it is a track, it will be a specific crew who also has carpentry experience.

but a good carpenter could also install them
