I would go with removing their internet, as Schnauzerface suggested, or, alternatively, making them stay away from the sections that they "trolled" previously, and remove their reporting privileges.

Personally, I'd just go with "belling the cat", so to speak.
Maybe the first or second time, they get a warning (first one in email, second in writing in snail mail *on paper*). Third time....they get a mandatory *navel piercing*, they do get taught how to keep it clean, but the jeweled stud gets locked in place, covering their bellybutton....
Then on the fourth offense, they have a *mandatory* hair session, such that the hair on their scalp is *permanently* changed into an unnatural color and *puffed up* into a Big, Afro-Like Mass (tm) that can't really be hidden or even managed....cutting the mass would be considered additional Trolling...
And from there, it gets even more cruel, unusual, and obvious, as the Authorities go farther and farther in making the "online troll" resemble the "Toy Trolls" like you see on the ends of pencils and the like. As in, once the "troll" hits double-digit offenses, they start to get plastic surgery (since at that point their scalp hair, eyebrows, armpits, etc. would all be a poofy, neon-colored mess) and start to permanently *look like Toy Trolls*.
Would it be justice? Sure. But it would never happen, people would sue over *dilution of trademark* or something...basically the internet trolls would make the Toy Trolls look bad. ^_^

They should be identified along with their victims so we would know who had reported us and contributed to our suspensions or deletions. They should be corraled in a Troll Section of Answers, only allowed to answer each other's questions. They can report each other to death.
