like in 100 degree weather, you turn on the car's AC and the car is not running.
but when the car is running, its better 'cuz the wind can cool the car. is that true?

Well the AC wont work when the car is off.

With the engine off, the compressor on the AC is not turning and you are not getting any cooling from it. With the engine off and the key in the on position, all you will get is the blower motor running and it will be blowing hot air.

Are you talking about when the car is sitting with the engine running and then when you are running down the road?

If that is the question, then yes it is better for the car to be running down the road and getting the extra air to help cool the coolant and the air through the AC system to hlep blow away the heat. So that is true, if that is what you meant.

First off, it's impossible to turn on the a/c with the engine off; second, the fan cools the coolant when the engine is running and the vehicle is standing still and third, when the vehicle is moving, the fan is redundant. Good luck!

you mean to say the car isn't moving. as long as your cooling system is functioning properly you shouldn't have any trouble but it will still cool better moving down the road with the fans running and fresh air moving through the condenser and radiator.

Yes, you need the airflow through the condenser and radiator for it to work properly.
