After about 11:00 PM local time on Saturday night and Sunday night. There will be ~30 meteors/hour Saturday night and about 60-80/hour on Sunday night. As a general rule, the best time for meteor viewing is after midnight into the early morning. Here is a website with a little more info:

Wherever you live, the best time to see meteors is generally after midnight. Meteor displays are best in the pre-dawn hours, when you are on the forward-facing side of the planet, moving into the meteoroid stream. The actual peak for this shower is about 5:00 UT Monday morning (1:00 am EDT), but the Perseids are good for several nights either side of their peak. It's also interesting to go out around 9:00 pm, when the radiant is just rising, and watch for Earth-grazers - low angle meteors that leave very long trails. They'll be coming out of the east.

You can see the meteor shower as soon as it's dark outside, though the best show is usually from 11pm to 4am. That's usually because it's even darker at that time and well before dawn's early light blocks the view.
Go outside, and find a place where there are no streetlights, illuminated billboards, farm lights, stores, or other sources of light pollution which will keep you from seeing the Perseid meteor shower. You may want to find an open field and bring along a lounge chair and a blanket and settle in for the show. If you bring a flashlight, tape red cellophane to it so the white beam won't give you 'night blindness".
