Sexual harassment is a big deal, Company "X" says, you can't touch and you can't look regardless. Your intentions may mean one thing, but your EYES say something else? sounds to me like Fahrenheit 451 (1966) Or and religious cult owned company.
So how much weight does this carry in court? What man doesn't like to look at a woman? But company X say's makes no difference! YOU LOOK, YOU GO TO COURT! PERIOD!
Guilty until prove innocent, Ya think? And I'm not a sexual predator thank you!
So at company X, I now look at the ground when I talk to fellow employees and customers. This rule at company X applies to ALL employees. Your EYES can NOT WONDER while in conversation!

Someone cannot be prosecuted, or sued, for looking.

Someone can be sued for staring, or for constantly arranging things so that the person is in line of sight. That's stalking.
