In the meantime go to the store and look for a powder called roach rid. then you make a small bead on the floor around cabinets and along the areas where you see them arriving by bus. this should cause them to subside.
But make sure the Manager knows that your place is clean and they need to see what is up. use a strong bleach to make sure the counter tops are squeaky clean.

I have a couple choices for you and either is productive in ridding a home of roaches. How do you feel about having wild little lizards as house guests for a while? If this doesn’t just make you shutter then it words amazingly. You just have to keep some jar lids with water in the window sills for them to drink. They hide during the day and hunt the roaches at night as you sleep. I had a huge problem once and even drilled holes in the base boards so I could spray under the kitchen counters and they still thrived. Finally I used a water hose to chase little lizards out in the open and captured about 5. Geckoes are the best and in no time I never saw another roach, the lizards even laid eggs and hatched young and in return for a climate controlled environment I got a roach free environment. My second suggestion works and involves nothing alive being imported, take a 2 liter bottle of coke, sprite, 7up any of those and empty them down leaving about 2 inches left in the bottle. Open the lid and place the bottle under the sink back behind your other items. Roaches crawl in and can’t get back out so they drown in the remaining soda. Leave it until you get a replacement then cap the roach filled bottle and dispose in the trash. With fleas place a plate on the floor in the center of the room, fill with pine sol then place a small hurricane type candle in the center and light it while the room is dark. Fleas hop towards the light and heat landing in pine sol which kills them. When finished rinse down the drain and put the candle away for the next time

The only way to cure the problem is for all the apartments to be treated at once. I went through this a number of years ago. When all apt' were treated the same day, they found a huge nest under the frig in the apt under mine. talk to the landlord and other tenants.

I would MOVE OUT. give them your notice that you will be moving. if your place is clean except for the bugs hope you can get your deposit back. the bugs can make you sick.
