While i was moving to school, I packed up my dell desktop and put it in storage. When I unpacked it and connected everything, it would not start up. Only made a whirring soundwith both lights lit on the front. is it totally messed up?

reseat everything .. all connectors and components ..

The first few answers are good.

And if you can, try starting from a recovery disk or disc if you have a floppy drive or can open and close the optical drive. If it won't boot from either one, perhaps you can get to the BIOS settings to make one or both bootable. If you can get to a command prompt, you might be able to make a better diagnosis of what's wrong.

and I'm guessing that the files that would usually go onto a floppy disk can also be burned to a CD for booting.

Even if nothing seems to work, it sounds like the system is getting power, so you might want to try replacing the hard drive before you replace the entire computer, and it's possible that the data on the current hard drive can be recovered.

Dell has diagnostic lights on the front or back of the computer, usually 4 of them.
The pattern and color of these lights can give you information fo trouble shooting.
