You would probably like Jasc Paint Shop Pro which lets you cut pictures into a shape like a cookie cutter.

If you don't want to spend the money and you have Word, use the Drawing tools:
- click the draw button to open the drawing toolbar
- click the autoshapes button
- select a shape (like the heart)
- hold the shift key while you drag for a undistorted shape
- click the fill color button
- select a color
- click the object to select it
- click the down arrow on the fill color button to choose “fill effects”
- click the “picture” tab in the “fill effects” dialog box
- click the “select picture” button
- browse to select a picture
- select a picture
- click insert
- click o.k.

I believe you can create transparent areas with the gif format. You can therefore make any shape with the outside transparent.
