actually i know u can... a person i used to talk with got my phone number and stuff from checking my ip

You cannot trace an IP to a physical address unless you are the government/have authorization to do so. The reason is that the IP you traced may be controlled by another IP which is in turn controlled by another IP, etc, etc.
Each IP you trace, you will need authority to seize the network logs to work your way backwards until you get to the source.

Once you know the source you find out what ISP is assigned that IP and then you seize their logs to determine who owns/was using the IP. Finally, you still have to investigate wireless access.

IP is not physical address. you probably thinking about MAC then yes its implemented onto NIC on any computer. and you just go to CMD, and type ipconfig /all and will tell you current network configuration of your PC.
