Note: In older Office programs, "balloons" are called "callouts." They are in Autoshapes which you can access from the Drawing toolbar.

In Word 2000 (which I use), you would click the Drawing button to load the Drawing toolbar. Then, click the Autoshapes button on the Drawing Toolbar to reach the callouts. See if it is there in 2007.
