In the morning for my zone. If you get water on roses and it doesn't have the day to evaporate, you get mildew. Also, watering in the evening is a way to encourage snails to come out and slither all over the plants even more than they already do. However, if it has been a hot day, water them both morning and evening. Afternoon watering is just a waste of water, too much evaporation, unless your plants are looking at you and saying that they will die of thirst in the next 5 minutes without water. Bottom line, use your best judgment on what works best for your zone.

I prefer an overnight watering, but if the plants are wilting from the heat I'll put some water on the dirt under thme to allow them to get a quick drink. I also water early in the morning for the potted palnts (Twice a day) because the pots get so warm in the sun that the water readlily evaporates from them.

Well I guess it depends on what zone do you live in (if here in the usa) - for me it's better to water my grass at night - I have noticed thru trial and error :) that it grows much healthier and faster if I water it then.
My flowers on the other hand I prefer to water in the late afternoon, when the sun is not too strong or very early in the morning, before I head out to work.

water early in the morning before the sun comes up or after the sun goes down at night. The sun can shine and reflect off the water and can burn your grass, plus it is safer for your health too in the summer!

My brother-in law has been watering our lawn in the morning before he goes to work and in the early evening.....it has had brown patches and he's added seed and dirt...the result is the yard is starting to look a beautiful green which is pretty amazing in the Dry Season in Northern California.

In the Morning . Excess Water will evaporate, reducing chances of mold - mildew around plants. Also , plants are most receptive to water in the morning .

Not an expert . However I have seen many nurseries
in Florida watering Plants early A.M. 5 A.M. or earlier .
Seems to work for them .

Lots of places with water restrictions require that you water in the late evening, to minimize evaporation. I did that when I lived in Colorado, and had no problem with it.
