Some of you are missing the point of the question. Yes I was a small (noisy) child once. But why did they have to be made that way?!

Parents that haven't figured out the whole birth control thing. (you notice that the smart people don't breed and the poor dim-witted people breed like rabbits)

Children are helpless creatures by design, not by their culture certainly- goodness knows how many young boys are soldiers!!
They CAN be loud because they often are competing for attention and their loudness is the only way their developing brains can decide to make their points heard. I've heard more loud girls than boys, but since I live right next door to a school, during the school year as soon as school lets out you can here the kids. Man! They are loud. I can here a little group of maybe 2-5 kids ALL the way down the block just like they were right next to me. I wonder how loud they must be to each other. It must not bother them too much because they don't scold each other for talking so freakin' loud. I also think that many of these inner city kids pick it up from their parents. Oh' I'm not stereotyping either. Stereotyping would mean that I am judging the group by the action of a few individuals. No, The whole group ISSS LOUD collectively and individually! I have a son and he's not a loud *** like that. I notice too that when a kid is putting someone down his volume gets louder too. The teachers use bullhorns to contain these kids. You'd think they could teach the manners BEFORE school lets out. And if I hear someone say they don't get enough money for that, then that's what you get for bartering good teaching skills for wages- YOU suck too!

Mmh I found some interesting answers and other ignorant ones.

Anyway first small children is just a part of the cycle as u know baby and then u know teen, adult... Just grow of cells. (Mmmhh I wonder if u r referring to something else, but I hope this help)

To ur second question I think is psychological. I believed as human beings we learn through time and for small kids they learn that being noisy they can keep either what they want or attention. It is like a baby crying because he or she is hungry. Little kids are smart and their future depends on how they grow up.

Adam and Eve invented them, and they are so noisy so we can find them when they get lost. Small Children haven't learned to use a map yet.

Probably the same being that invented small dog syndrome.

the smallest things always make the biggest noise,

the little Terrier barking at the Great Dane,

The small man syndrome sort of child-like behavior usually found in small-statured people who feel they need to make up for their physical inadequacy somehow.

Society has that whole level of decorum doesn't reach children until much later. Kids are pure emotion without the filter. My son's loud when he's happy, and loud when he's crabby. But hey that's okay, when I'm an old man, I can be as loud as I want, and people will have to put up with me too.

Children crying is a signal that something is wrong.

Since we keep children in strollers longer and coddle them longer it only makes sense that they make noise longer.

Humans have been domesticated so the fact that adults is quiet is probably the unnatural part. Children being loud is probably the more 'normal' thing to expect.

listen I was babysitting once and the little girl asked me do you wear a bra because you dont need one.
I was 14 and then her little sisters talks in her own language and cries!

needless to say i never babysat for them again!
they are loud and noisy but cute

My children have never been noisy, it must have something to do with their parenting.

well, there are birds and bees. women are the birds and guys are the bees. the bees want to get into the birds nest and sting them. if that happens, a noisy baby is made.
