max is right too, sometimes even with the dial ups removed, when you run IE it thinks its "offline" click connect then the retarded program gets it.

It's a setting problem. Here is the fix.
In Internet Explorer, go to
Tools
Internet Options
Connections Tab
You will see the offending dial up connection listed in the box in the middle. If you don't use it, or anything else listed there, highlight the item and
hit the remove button on the right side. Hint--broadband users don't need anything in this box--that includes FIOS, DSL and CABLE.
After that is done make sure the option below has the black dot on "Never Dial a Connection". If your list of options above is empty, it will be automatically greyed out, and on the right option.
Hit OK at the bottom of the windows until you are back at the starting Internet Explorer window.
Hit File at the top, on the left, and then pick the Work Offline option IF IT HAS A CHECKMARK ON IT. If it is unchecked, no action is required.
Close Internet Explorer (all instances and windows) and start it back up--it should default to the correct connection.

Run a windows update and get the latest web browser. Does this happen only in Internet Explorer? Try firefox. You can also goto File > *uncheck "work offline"*

Run A Virus Scan and ifthat dosnt work backup all your files ina Cd or something like that and format the Pc but before that take it to a technician

Okay.
Are you using Internet explorer? If so, that's the problem.
It's a really stupid program. Sometimes, if you don't use it's own connecting window, it won't believe that you're connected. Next time the window pops up, click 'connect' and be done with it.
Also do what Mercury said.

sounds like you have your browser set wrong.
go to internet options by either clicking on tools, then options on internet explorer
or
click on start, then control panel, then internet options
on it, you should have 'never dial a connection' either checked or not available (greyed out)
