I just made a new account on my mac, and the safari doesn't seem to be there. On the dock, there is just a grey question mark where the safari icon should be.

The icon in the dock is nothing more than an alias to the actual application.

Open your applications folder, and you'll find the Safari application there. Just click-drag the app to your dock.

If you're having problems with Safari shutting off, do a permissions repair with your Disc Utility. Chances are, it's shutting because of a bad web site.

The new user doesn't have anything to do with it. If it's missing from the apps folder, it's not going to work for any user. The grayed out icon happens when the app is missing.
Hopefully, you have another browser you can run and download Safari at http://www.apple.com/safari/download/
If not, try software update. If nothing else, you can go to another computer and download Safari to a USB flashram or CD and put it on your computer.
If it is in the apps folder and you just missed it, it could be a permissions bug. Macs have lots of those. Run the disk utility to fix that.

I would use Safari or Firefox. IE was made for the PC and they stopped making IE after 5.0 for Mac because Mac users weren't using it. There are some design elements in CSS (Cascading Style Sheets), which is used to define the design and sometimes the layout and function of a web page, that are not supported by IE 5. They are supported by IE 6 and 7. IE 7 is the current version of IE on the PC. I hope that helped.
