It really has to be Johnny Vander Meer, who pitched back-to-back no hitters in 1938. During those two games, he faced a total of 65 hitters without allowing a hit. Since he's the only guy to throw no-nos back-to-back, the record belongs to him:

In 1938 Johnny Vander Meer not only threw two complete game back to back no-hitters, but the third game he went 3.2 innings before allowing a hit.
That's a record 21 and 2/3 innings.
The second no-hitter became the first night game no-no.

The only pitcher that came close to equaling that was Ewell "the Whip" Blackwell. In 1947 he had two outs in the 9th inning of the second game when he allowed a hit that prevented his second consecutive no-no.

And the ironic thing is... both pitchers were teammates with the Cincinnati Redlegs that year.
