Not really. You can choose from a list of designs based on what you want but laptops are almost impossible to build to custom specifications except for minor things like RAM and the size of the hard-drive.

Depends what you mean by design. If you mean being able to customize certain hardware aspects of a computer then I know that dell.com and hp.com let you customize models. I'm sure some other companies do so.
