What business does the govt have regulating business? Because Article I Section 8 gives Congress the authority to regulate commercial activity.
As for contracts, if you don't even care about your own promises, then why should you care about laws?

Best I can piece together, you are upset because you are having difficulty competing with cheaper labor by illegal Cuban immigrants that came in to the US via Mexico and your elected official is no help?
You need to write to the official and ask for help in a coherent and professional manner. Few people ever write their officials so a well-crafted letter often brings results. But the stream-of-consciousness way you write your questions won't help anyone understand what you want.
