.....if ur really serious.... A legal action is an action that is permitted by the law (not against the law). Illegal is the opposite which means it breaks a law.

Illegal refers to anything that is prohibited by law.

Legal means anything that is not illegal -- which includes those things explicitly allowed by law, as well as anything else that the law doesn't talk about in either direction.

Think of it this way.
When you're out driving your car and the posted speed limit is 55mph.
If you drive 55mph or less (considering minimum speed laws) you are legal.
If you drive in excess of 55mph it is illegal and you are breaking the law.
