Someone has copied the home page of my site (5 year old) and put it in its own home page (new domain). Even the html code and pictures are similar. Even this site code contains meta tag for the copyright info of my web site. This new web site is listed in Yahoo and Google.
Where I should report the fraud? Can Yahoo and Google ban this site.

You sue them.

In the United States, creative works such as websites, graphics, music, computer software, etc. etc. are automatically copyrighted by the creator of such works. Unless you sign away your rights, you hold complete rights to them.

Contact your lawyer and have them send a cease and desist letter.

More information is required to answer this question. A link to both sites would be a good start.

Regardless, you cannot get yahoo and/or google to ban a site in North America.

its very hard doing it through the computer, unless your an expert. You will need a lot of computer knowledge. Instead buy one of those units with a dvd burner and a vcr in one. it will be so much easier to do it that way. After your done with it, return it if you dont need it.
