Could it be a reaction to the diaper? Generally rash is around the genitals or the anus and not on the leg so I am wondering if baby might need a bigger size or a change in brand. Is the rash raised or swollen? Diaper creams all tend to have the same ingredients but you need to read the label for the percentage of zinc. 15% zinc is good for daily protection or a little redness, 40% is better for clearing up a full blown painful rash. I prefer Zincofax Extra Strength for a rash as it is very smooth and not sticky.

Boudreau's Butt Paste
I know, it's a funny name, but the doctors I work for swear by it.
The other thing is - stay away from diaper wipes right now. They leave a film on the skin that makes diaper rash worse. Use plain warm water and mild soap like Dove. If you can let her go diaperless for a little while, even better. I know, it's hard with the runs, but in that case, just attach the diaper loosely at the waist to get some air in there.
If you can't get Butt Paste, then try to get Triple Paste, it's got lanolin and aloe in it to soothe. Desitin is also a good choice.

the thing that worked for us and what many people swear by is having many diffrent brans creams open at the same time, just switch it up each time you do the diaper. Try to use real wash cloths not wipes or even paper towles with warm water, No soap.

I used A&D Ointment. It smells a little medicinal, but my baby never had a rash.

the only cream i like is one by Medela ( babies 'r us is the only place i've been able to find it.. ) It smells wonderful and isn't thick, so i can apply it liberately easy.. other creams i would have to sit there and squeeze for hours.. =] i only apply it after bathtime, before bed.. and we havent had a rash yet.. he's almost 5 months.
it's a smaller blue tube.. has a cute little bear on it, and it's written in diff. languages, you couldnt miss it.

this may sound wierd but the best thing for my babies was cornstarch, yes like the white powder you buy to thicken gravy. it is even better than regular baby powder, it helped dry up my babies bottoms' and heal their rashes.
the main thing is change her constantly, let her dry or pat her dry and apply the cornstarch. you can let her lay down on a towel(or two) if she is still pretty little and let her air dry out as much as possible.
