The courts are empowered (have the power) to interpret laws, and to make findings of law that result in judgments (civil) and verdicts (criminal).

Put simply, the courts have the power to hear cases and render decisions --- including issuing orders that legally require those decisions to be put into effect.

Normally, it is the executive branch (law enforcement) that enforces judicial orders -- but the court has its own officers who can do so if necessary.

Here's an example (a true story btw) A man breaks into the house of a family on vacation with intent to rob it. He messes up, though, and ends up locking himself up in the house's garage with not way out. Any doors leading to the garage room could only be opened from the outside. So he had to live off coca-cola and dog biscuits in the garage for the entire week until the family he was trying to rob returned from vacation and opened the garage to find him there. He ended up suing the family even though he was trying to rob them. And the judge ordered the FAMILY to pay "damages" to the man. I don't remember how much, but it made him a rich man. So yes, that's an example of judicial power for you.

The ultimate definition of judicial power lies with the U.S. Supreme Court. Not matter what laws are passed by Congress, the Supreme Court has the power to rule such laws "unconstitutional" and invalidate them. This is only one example of "judicial power". The same power can be found at all levels of the judiciary system, from a justice of the piece to a federal appeals court. Judges have the power to take the law into their own hands, interpreting it any way they like.
