The answer is Roger Clinton, the drug-selling, drug-using, pardoned for his criminal activites of selling cocaine (the only drug sales he was caught for) brother of Bill Clinton. Bill Clinton pardoned him for his crimes, but he was still in contact with his "donors". He did it.
