Take the bulbs out and inspect the sockets. If they look good, you'll have to look for a crunched wire. One trick is to wire a tail light bulb into the fuse holder instead of a fuse. It will stay lit as long as the short is there and makes finding the short a whole lot easier.

You must have a short in the tail light circuit.
Inspect both tail lights and the wires...corrosion, and corroded, stripped, cut or pinched wires may cause the short.
Good luck!
