You are really looking for an antonym for breaks loose as in the sense of starts, rather than fractures. The opposite is 'stops', or more likely doesn't start. Quite agree there is not really a satisfactory opposite in the sense you are using, but this is not unusual. It is a bit like the adage of 'war breaks out' (which is appropriate) and 'peace breaks out' (which hardly seems right).
