I have a '99 Trans Am, and in the passenger side headlight, it sounds like the motor is TRYING to open and close it, but it doesn't move. Is the motor broken, or could it be something else? Oh, and the other headlight works just fine.

It's probably the gears. Try manually opening it. If you can, the linkage is shot.

If the motor is making noise, it sounds more likely the gears are messed up. Don't drive at night until you get it fixed.

It could be the motor, but it could also be blocked door. Have somebody turn the light on and off for you while you are helping it with your hand to open.
Good luck!
