i know in park slope brooklyn there are a few places on 5th ave up north like near president and union. The major one is Beacons Closet, they buy new stuff but it has to have a certain look. There are a few across the street that onlly take name brand items (sorry i forget the names of the shops)
but take the 2,3,4 M, R, N to Atlantic Ave Terminal, walk across the street to 5th ave and just walk down and pop in all the stores-
OR have youy tried an ebay store? they take a percentage but you can usually get more than second-hand shops and the ebay store does all the work for you. Be sure to use an ebay store that has been around awhile.

I think that this goes against something that we have made a worthy cause, and that is recycling and the environment. Resale shops have seen an increase in buying because 1) the economy and 2) the environment and reducing our carbon footprint. It is our duty as a parent to wash our children's clothing before we put them on. I am a firm believer in the hand me down and that is not very different from a resale item. What next - is the government going to say that I can't give my 6 year old his 8 year old brother's t-shirts because of some pseudo toxicity? I donate clothes all the time and am 100% sure some child can use them. Why take away those opportunities for those less fortunate? If it's a matter of testing for lead and phthalates then the government shouldn't just mandate laws they should create the appropriate awareness on testing. That way it reduces landfill matter and secures business for resalers.

There should be consignment shops, or shops that sell used clothing. Check out the phone book.

Consignments are good but you may also want to post an ad on craigslist. Its free.

As far as I know, all of the second hand stores on East 23rd Street, in NYC, only accept donations.
