I looked into this awhile ago, the only free way I could see of doing it is to get Parachat. Not the best, but it does work.

You can't do a chat room with HTML only, it would take advanced javascript skills, that I don't have, sorry.

You need to use a server-side scripting language such as PHP to do that. If you Google around you can probably find some free scripts. You'll also need a webhosting account that supports scripting, of course.
